Study of local governments overcoming challenges in the provision of educational services in communities that have arisen through COVID-19

The purpose of the study is to study the process of organization of education in the context of the COVID-19 pandemic in rural and urban OTG, to identify difficulties and successful practices in responding to the challenges facing education authorities in TG.

Main tasks:

• analysis of the experience of local communities and best examples of the organization and provision of educational services during quarantine activities;

• analysis of the policy of the Ministry of Education and Science to provide distance and blended education, as well as the implementation of education reform, taking into account the situation with COVID-19;

• development of recommendations for ensuring the provision of quality educational services in local communities, especially for the remote and low-income population.

Geography of research: Chernivtsi, Dnipropetrovsk, Vinnytsia, Chernihiv and Kherson.

Research method – telephone interviews (semi-structured). In addition to the phone, online interviews in zoom or Skype can be used.

Target categories

Target category (1) – OTG officials responsible for education (or directly the head of the OTG).

Target category (2) – village elders (deputies / assistants) who are part of the OTG in selected oblasts and remote from the central village / community settlement.

Target category (3) – teachers.

Target category (4) – parents of school-age children.

The total number of respondents is 150.

As of today, February 1, 2021, the field stage of the study has been completed.
